User Account Setup

I Was Trying To Set Up A User Account For Another Person I Am The Administrator I Went To Control Panel Then To Create A New Account Type The Name Somehow When I Try To Swicth User Only Thataccount Appears Then That Account Has Limited Account So I Can't Even Restore The Computer I Tried Evrything.
