User Account Screen Is Blank

When I log into my Windows XP Home System and go to User
Accounts nothing shows in this Window except the
Back/Forward Buttons and Home Button.

I am logged in as the Administrator Account and it
appears in both Regular and Safe Modes. How can I fix
this since I need to delete an account and give others
more access.

Try this:

Click Start | Run | "regsvr32 jscript"
