user account is not working

kindly give me instruction how to open .
when i click on user account in control panelto open new
account console box open but not works
 
Try getting to it by running the command from the run box

start/run
nusrmgr.cpl

Does this work?

If not check to see if the file nusrmgr.cpl exists in \windows\system32
