User Account Control seems broken

Running Vista Ultimate 32-bit. Experimented for a day with UAC off. Decided
that wasn't a good idea, so I turned it back on. Unfortunately, IE Protected
Mode remains off. The IE box activating Protected Mode is checked. I reset IE
settings to default. Norton Internet Security 2008 & Windows Defender agree
that UAC is on. The Microsoft Baseline Security tools says everything is O.K.
What can I do to get IE Protected Mode back on?
By the way, the single account established on this computer is the (renamed)
Administrator account. Probably not a good idea, but it's probably too late
to change since all my documents are filed under "Administrator" and 3 other
peer-to-peer PCs rely on them.
Also by the way, this PC has NEVER prompted me for UAC-related issues like
my other PCs running Vista Home Premium do. I always assumed this was because
I'm using the Administrator account. However, IE Protected Mode used to
report itself as "On" before I switched UAC off & then back on a day later.

It is expected behavior that Protected Mode not be on for the default
"Administrator" account, (renamed or not.) If you use another account, you
will see the difference in Protected Mode for IE.
To demo this, use that second account to open IE, see the mode on, then open
a command prompt by rightclicking it to 'run as administrator', than at the
prompt, 'start iexplore.exe', see the mode off.

Create a second admin, and copy the data over. The easiest way to do that
is using Windows Easy Transfer, but the Help and Support app has the manual
way to copy everything. (This would include the onerous task of importing
your mail)

Thanks, Mark. I'll take your word that this is the behavior. Perhaps I never
really did notice that Protected Mode was off from the very beginning; maybe
I was just noticing it was on for the other computers.
Now I'll have to mull whether to try the transfer or just leave things
alone. I guess, if anything goes wrong big-time with the transfer I could
restore from Ghost. Fortunately, I use web mail so transferring mail isn't an
issue.
