UAC on or off

In the past I have complained about my PC running slow when UAC is turned
on. With it turned on it took over 1 min for IE to load my home page,
compared to 15 sec when it's turned off.

I have finally found what the problem was. When UAC is turned off IE
Protected Mode is off. When UAC is turned on IE Protected mode is turned on,
when it's turned on internet browsing is very slow.

That sounds like a problem with a plug-in. With UAC on try running IE with
no plug-ins.

All Programs => Accessories => System Tools => Internet Explorer (No
Add-ons)

If this works then you have to try disabling them one at a time until you
find the culprit.

Some plug-ins don't work in protected mode. I was trying to help you figure
out if this was the cause of your problem and if so a way to troubleshoot
it.

Saying 'everyone' implies you have read this board completely. If so, I
would think the answer to that one pretty obvious. I have killfiles so
tight, I doubt I see 25% of the threads here. Wading around in all that
spambaby puke is pretty boring.

I'm not thin skinned. I was just explaining why I suggested trying No-Addons
mode. It may be you've already tried this but we have no way of knowing
this. When troubleshooting via a newsgroup you have to read the information
given and go from there. You also have to assume that the person you are
talking to is a beginner. Even if they aren't, many others reading the
thread and trying to duplicate the steps are. This means you generally start
at the very beginning with basic troubleshooting steps.

Did running in No-Addons mode help?

I'm not a beginner but far from being an expert in Windows Vista.

It makes no difference if I run IE with or without Add-ons, with UAC turned
on or off. It does make a difference if Protected mode is turned on. As I
said before with it turned on it takes over a minute to load my startup
pages compared to 15 sec. with it turned off.

Do you have the anti-phishing feature turned on? Have you relocated your
profile or the temp Internet files?

Turning Phishing and Pop-up Blocker off or on makes no difference. The only
thing that does make a difference is turning off Protected Mode.

At a guess I'd say the problem has something to do permissions, integrity
levels, and temporary Internet files but without a lot more information it's
really just a guess. Have you relocated or changed the permissions on any
folders in your user profile? Was this a clean install or an upgrade from
XP? What AV/security programs do you use? Are there any errors in the event
logs when this happens?

It is an upgrade version but installed as a stand-alone.

I haven't changed any permissions or re-located any folders.

As for more info I don't know what to tell you. I haven't changed anything
in Vista sense it was installed, it's running on it's install defaults.

All I know and can tell you is when I disable Protection Mode all runs
normally. If it's enabled things run abnormally slow. Protection Mode is set
to Medium. I moved it from Medium High to see if that would make a
difference but it didn't.

This has sometimes been associated with the anti-phishing features of some
security programs. What AV/security programs do you use?

I use System Suite 8 Professional by VCOM/Avanquest. Virus/Spyware is
powered by Trend Micro. The fire wall is called Netdefense. I have been
using this program for a couple years now. I was using Norton Internet
Security, then switched to Norton 360 when Vista came out.

It's not as buggy as 7 and it's more compatible with Vista than 7 was. 8 had
a problem with email virus scans but has been fixed
