Used Shortcut Keys

Shortcut keys remain after the shortcut using them is
deleted. The only way to unassign keys is by going into
the shortcut's properties and clearing (control) or
reassigning them. Secondly, only desktop shortcut keys
work. These have bothered me since Win95.

These are known issues with Windows and as you can see: they have not
been fixed in Windows XP.
