use policies without AD???

I'm in a tough spot.

I just started in a Novell environment and need to rebuild their Windows 2000 terminal server. Installing a AD domain is not permitted by higher up. Plus wouldn't want to make the terminal server also the domain controller too.

Is there a way to create basic group policies without having to use Active Directory? Want to hide aspects of the desktop when users connect but not when admins connect.

Am interested in both 2000 and 2003 server.

Novell NetWare can import a local Policy and take use of GPOs, at least with
ZenWorks, may it works with out it too.
