About security policy on terminal server

hi. everybody
i have one 1 server with (win2003, AD)
i want define a user when logon to domain from its client to a
terminal server can not open some items such as (control panel ,
startmenu , ...) on terminal server , but want can access this items
on his compters. (terminal server and his computer , is member of
domain)
