My father uses outlook on his home computer, but he needs to be able to
access his email from other computers. Can we open up his outlook on other
computers, for instance at work?

Depends on a lot of things, but in general, no. On his home PC, he probably
uses a POP account and the default configuration for a POP account is to
download messages from the server to the PC and then delete them from the
server. Typically, a home PC is hidden from the rest of the Internet by a
firewall (and if he's not running a firewall, he should be) and is not
accessible remotely from the outside. However, you can buy a program like
pcAnywhere or use GoToMyPC, or download a free tool like VNC which will,
when the firewall is configured correctly, allow you to connect remotely
connect to your home PC. Some versions of Windows allow you to use the
built-in Remote Desktop Connection feature as well. Without one of these
tools, there's no way to "open his outlook" on some other PC.

That said, if you leave a copy of the mail on the server, you can access the
server mailbox from just about anywhere, most likely with a web browser
through your ISP's web mail interface, but you can also access it with any
other POP client you wish. In this case, however, you wouldn't be "opening
his outlook" mail, since the server see the messages BEFORE his Outlook
accesses it.
