Use of templates from Microsoft

I want to use a powerpoint template downloaded from microsoft. When the
template is downloaded it shows two slides in the master view; however, it
will only allow me to use one of the two when applying the slide design to
the presentation. It won't allow me to utilize the other (which appears to
be more of a title slide) . Can someone give me direction on how to fix this?

If you apply the layout called 'title' slide to your current slide (or a new
slide), then the 'title master' will get used.
