Use a different picture every time a page opens

Is there a way through Frontpage that I can set the page up so that every
time it is opened a new picture appears at the top of the page? I know I
have seen other sites do this but I'm not sure if it was set up that way
through FrontPage or by using Photoshop/Flash.
