USB2.0 Card reader working at USB1.1 ??

I have Windows XP Pro, SP1 installed (don't want to upgrade to SP2 due to
some issues with my setup). PC is Athlon XP2200+, 620RAM.

Because the original PC didn't have a USB 2.0 card i bought one. It was an
Ali brand, 4 X USB2.0 PCI card type. I installed the drivers and it works
great. The only issue i have with it is that when i use my Memory Card
reader in it (Trust CR-1200 16in1 reader), things work okay. However, if the
card reader accidentally gets unplugged, then plugged back in again, WinXP
then complains that "High speed device plugged into a Non-High speed usb
hub". The card reader then only works at the USB1.1 transfer rate (unless
rebooted, then it works fine !)

So just a couple of questions:-

1. The card reader is NOT plugged into a hub, so why could it be saying
"plugged into a non-high speed HUB" ?

2. (Most important). Why does it work at USB2.0 rates, yet when unplugged
and plugged back in, it complains that it is plugged into a non-high speed
port (i.e. it then only works at USB1.1 rates, unless rebooted then
everything is okay again) ????

I have re-installed the drivers for the PCI-USB 2.0 card and the drivers for
the Trust 16-in-1 card reader, so why does this happen ?.

I have even tried plugging the card reader in a different USB slot (thinking
it may be a dodgy USB slot), but the same thing happens again. All other
hardware (scanner, USB broadband modem, camera etc) work fine. It seems like
it may be a driver problem. Could it just be this specific brand/type of
card reader in conjunction with the type of USB PCI card that is causing
these problems ??

Answer to #1:

Every USB ports (be it on the computer or a hub) are treated as part of a hub.
The main ports are known to Windows as part of a "root hub".

You haven't said if you used the drivers that came with the card, and
card reader. Although XP supports a lot of stuff with it's built in
drivers, these are usually bare-bones support.
The other thing to try, is to click the Safely Remove Hardware (after
you reconnect the cable and things are not working at full speed),
then remove the Card Reader, and re-connect it. At least if this
works, you will not have to reboot.

Yeah, they are the original drivers on CD. I have tried the "safely remove
hardware" option before, but all it says then is something to the effect of
"unable to safely remove at this time",

Further to the suggestion, i have just tried it again. I am able to safely
remove it after getting the message that it is plugged into a non-high speed
USB hub. However, when i plug it back in i still get the error message that
is in in a non-high speed USB hub !!!. The only remedy is to reboot !!. I
just cannot figure out why this is happening !!.

It's very annoying because sometimes if the PC has been left on a long time
it will transfer the pictures from the memory card at about 0.8mb/s (instead
of the usual 3mb/s when it is running at it's supposed high-speed rate).
It's no always just when the memory card reader is unplugged then plugged
back in !!
