USB Webcam not Recognized at Startup

It is, however, immediately recognized when I remove and re-plug it in to the
USB port. Any idea how to get it seen at startup?
 
Dear Rick,

Thanks for the suggestion. Nothing on the mentioned page dealt with a
situation where the webacm on the USB port works fine, but is not recognized
on startup, but only after being re-plugged in.
