USB support for Win2000. USB CARD READER

Having problems with a USB card reader getting enabled
automatically with Win2000.
Can not get Win to recognise USB card reader from start
up. Have to unplug device when windows boots, and device
is then noticed and available.
Any ideas? Thanks
