USB port modes being shuffled with every reboot

mobo: p5k deluxe (bios updated to 0705)
vista home premium, all updates upto to date

so, every time i restart the computer, it seems to re-shuffle the modes of
the USB ports (ie. fullspeed-fullspeed-highspeed-highspeed and after reboot
highspeed-fullspeed-highspeed-fullspeed), i have 2 devices connected that
require the highspeed mode, external 400gb harddrive and DVB-T-receiver,
according the device manager my computers high-speed capacity would allow to
cover all of the physical ports, but for some reason some get always assigned
to 1.1 speed instead of 2.0, so because of this i have to disconnect them and
have to look for the ports that are currently in high-speed mode... is there
a way to prevent this from happening?

A hardware problem. Take a look at the XP forum. They all report the same
thing although at a smaller rate since they got used for it already.

I had this or similar problems on two of my machines (first I thought on
one, then after I increased the number of devices--on two) while they all
had XP, installed Vistas, the same thing. No cure, it seems. I am trying to
replace a PCI card. Some say more advanced could work although it may be
just a physical limitation: half an Ampere per device and that's it. A PCI
card cannot allow you to burn the semiconductors.

I think what should be done is for the manufacturers of the peripheral
devices to set current amplifiers at the USB output and use weaker currents.
I don't know if it is sensible idea?

Your problem is all over this group. You may as well close the thread and
keep suffering.
