USB not workin XP

I have just installed XP Pro and it does not seem to install the USB.
i have tried downloading drivers, deleting and rebooting. I have tried
absolutely everything. SP1 does not install on my system so i can get
that to work.
Tryed enabling through bois. Ive tried inserting XP cds and 98.
Nothing seems to happen. It jus says cannot install hardware. and
brings up a '!' in device manager.

Dont know what to do??
 
Format the drive and start over doing a clean install of WinXP
 
What do you mean "SP1 Does not install on my system"?

Why not?
