USB not detecting any devices

I know this is a common problem with probably hundreds of topics
already started, but I've looked through what feels like all of them
and can't find a solution.

The problem: USB ports, while they show up in the Device Manager, do
not recognize when any device has been connected. Also, Add New
Hardware does not pick up the connected device. However, it does seem
like the USB ports are getting power, since one of the devices does
recognize the USB connection when its plugged in. This problem occurred
suddenly without (what I think) is any changes in the computer's
configuration.

To save a lot of repetition of suggestions, I'll tell you what I've
tried:
-Update Drivers
-Uninstalled/Reinstalled all USB devices
-System Restore to date when USB was definitely functioning
-Disabled automatic power off option on USB
-BIOS USB settings appear fine

Any suggestions of things I haven't yet tried? Haven't flashed the BIOS
yet, and manufacturer support isn't available.

Welcome to the club. I have USB problems with detecting my Printer and
Scanner but I don't think it has anything to do
with WinXP since I have the same problem using WinME and Fedora Linux. I
am more inclined to think that it's hardware
and USB circuitry related. Though USB Mouse works fine. Go figure.

The really quick solution to this is to get yourself a USB 2.0 PCI card and
use that instead. USB ports on the motherboard have been known to fail and
it's the cheapest solution if you don't want to replace the whole
motherboard.

I don't know if this helps, but it worked for me:

After plugging in a new USB device, Windows began to complain "USB Device
not Recognized. One of the USB devices attached to this computer has
malfunctioned", and Windows does not recognize it. Furthermore, when I try
to reconnect other devices they would not be recognized either. The Windows
XP device manager showed one or more unknown USB devices.
My hubs stopped being recognized. Nothing I did seemed to help. I tried
disconnecting all USB devices from the computer as well as removing the USB
entries from the device manager, rebooting, shutting down -- nothing!
Windows always found a new unknown device and complained.

Someone on one of the newsgroups suggested not only closing down the
computer but also switching it off and pulling the plug and letting it sit
for about 30 minutes. According to the poster "this allows any residual
current on the motherboard or any stray capacitance to discharge."

I tried it and it worked! Everything now works properly.
