usb mouse problems

greetings all,
i have an a7n266-vm board, xp2200+ pros., running xp pro, ibm usb optical
mouse.
when i first boot up the computer, my mouse will not function until i unplug
it from the usb port and wait for a miniute befor repluging it.
what is causing this?
any help would be most wellcome.
