USB Mouse not recognised at startup

I have a Windows XP computer with SP2
and all the newest updates, and an optical
USB mouse (with cable) of type:
"Microsoft Intellimouse with IntelliEye"
It uses the drivers that came with XP.
(Version 5.1.2600.0 from 01.07.2001).

The problem is, when I cold boot the computer
after disconnecting power, the mouse is not found.
If I unplug the mouse and plug it in again all
works fine. I can also shut down the computer or
reboot, the problem arises only when I disconnect
the power (which I normally do since the PC uses
about 15W otherwise).

The behaviour is the same on the rear panel
motherboard USB ports and the front panel wired
ports. Does anyone have any ideas?

Try this, it worked for me:

Ctl Panel, System, Hardware, Device Manager, Human Interface Devices then
highlight your mouse. Right click, then properties, Driver then Uninstall.
Remove mouse from USB Port, re-boot PC, when booted plug your mouse back in
and it should acknowledge the new USB device (your mouse) and automatically
re-install the drivers. Worked fine for me.
