USB Mouse Dead At Boot

I have a microsoft intillipoint explorer mouse. When i
turn on the computer the infrared lights do not come on.
If i then unplug the mouse and plug it back in it works.
About every other restart the mouse starts fine. I have
tried different usb plugs and nothing seems to work.
Anyone have some ideas.
