USB Issue (hot swapping)

I installed a USB Bluetooth dongle a while ago. I decided to move it from
the front USB port to the rear USB port. Once I did this, the computer then
asks me for the drivers. When I tried moving my webcam, the same thing
happened. This is rather annoying, is there a setting to prevent unique
allocations of USB ports?

No! The USB ports will have to have the USB tread enumerated with the
corresponding USB device drivers.
