USB Driver Installation

I have a system running XP embedded and I am trying to install a USB video capture device. When I plug the USB device into the XPe system new hardware is detected. The XPe system recognizes the device and attempts to install the driver. The following error message appears:

There was a problem installing this hardware.
USB Video Adapter
An error occurred during installation of this device.
The required section was not found in the INF.

The USB video capture device works on a XP Pro. desktop computer. The USB ports are working on the XPe computer.

The INF file for the video capture device references the following other INF files.
ks.inf, kscaptur.inf, ksfilter.inf
All of these files are present on the XPe computer.

Is there a way to tell where the video capture INF file is failing or what components may be missing on the XPe computer for this device to work properly?
