USB disabled in XP?

I'm having problems with onboard USB. It appears to be completely
disabled.

I have a connected hub and this powers up when the PC boots but powers
down when the Windows XP Pro screen is displayed. Anything that gets
connected to the hub isn't recognised by the OS. Also anything that
gets connected to the USB ports direct is completely ignored - like
the ports are disabled or something!

- The hub works fine (I used it for ages before a recent 'CPU/mobo/OS
reinstall' upgrade)
- USB is enabled in BIOS
- Device manager reports all is OK and windows is disabled from
powering down USB devices to save power
- worked through MS Help & Support with no joy

Can anyone help?

The error you are getting can be due to some wrong hardware settings in bios or can be due to os currption.If the error is with os,look for the inf folder in c:\windows (inf is a hidden folder ). In inf folder look for Usb.inf and Usbport.inf and ascertain the permission for them.Right click on these files and click on install
Update the drivers of usb.(Usbman.com)
Do system restore
And for bios setting it depends upon your motherbord.For this you can take help from below link

One more thing if you have changed the usb device when your system went to hibernate you can face the same problem,to rectify this problem download and install windows xp sp

If above solution failed than repair the os
