usb devices not recognized after shutdown and restart

I have a ugly customer (calling each four hours) - totally nerving !

On the computer I added two usb devices (one US-Robotic USB-
serial modem and one ZyAir B220 (wlan usb-adapter) connected
to an XP home client. It is a Dell computer.

At the usb-connector there are also two usb-printers connected,
which XP always be recognizes at cold and warm start.

My problem is: the two added usb-devices (modem, wlan) are not
recognized at cold startup, bt on warm start XP recognizes them.

- When I plug off the usb-cable after cold (!) start of one of the
two devices and replug it then XP will recognize that new hard-
ware is found, installes the device correct and everything is
working with the device (plugging off both devices and both are
working fine).

- When I restart XP and the modem is connected before starting
the modem seems that the diagnose out of system-console is
getting good results, but the modem cannot dial in and is not
working fine due to error 678 (I only think this is the correct
number) - I am not at the cutomer - when plugging off the modem
and reconnect it to usb, all is working fine again.

- When doing a warm start, both devices are working at startup
with out need of replugging.

I know about the Microsoft bug 838989 (redetect usb devices
after reboot), but it was not me to install the computer. Therfore
I will install WinXP SP2, but I also believe that the SP2 failed at
last installation. I will download this SP2 and install it again.

What can be the reason for the usb problem - any idea ?
What can I do to reinstall SP2 after the first installation failed ?
I heard about a W2K compatibility mode for drivers - where
to find this mode and how to activate this for a device ?

Tomorrow I have to go to my customer again (going to hell ...).

Please help me !!!!!!!!

I've seen one or two posts similar to this recently. See below for an
