USB devices causing machine to reboot

at first, i thought this was a hardware issue with my motherboard, but now i
find it's not necessarily:

plugging in a USB device (any device) into the USB ports on the front of my
machine causes it to reboot. Any of the back ones are fine. This machine
has an Intel motherboard, is USB 2.0, and runs WinXP SP2. My old machine
had an Asus motherboard (Intel chipset), was USB 1.1, and ran Win2K SP4.
Exact same thing, and with any USB device.

I asked a guy at work who deals with lots of hardware about this, and he
said he's had a number of people complain about that. They all have Dell
systems. So I googled and found even more complaining. Apparently this is
a not-so-uncommon issue, but I found no real solid explanations or any
suggestions on fixes. Some people have said it works fine if they plug a
USB hub into one of those front ports and plug the device into that hub.

Anyone know anything? Drives me nuts. Camera, USB flash drive, doesn't
matter what it is... it's like having another reset button.

fwiw, here is output of a hardware util. This is the one of the two front
ports in question. The reboots happen in either one, but if i plug in a
device while powered off & boot with it, all is well.. or even have the plug
in but the device turned off, like the camer.

I would hazard a guess at physically defunct connectors at the front. So
when plugging in something powered on, it shorts ground against a data line,
causing the reboot??
