USB Causes System to slow

I installed a 160GB USB hard drive on my system and when it is on, my system slows to a c-r-a-w-l. And usually when I plug in a USB memory stick everything slows down dramatically. Internet page loads, etc.

I am running Windows XP SP2 on an Intel Pentium III 501Mhz, 640RAM system. I am have an OPTi82C861 PCI to USB Open Host Controller.

Any ideas?
