usb camera not recognized

I have 2 usb devices that, when I plug them in, are not recognized by Win
2000. These are a camera and thumbdrive that require being plugged in an
unplugged frequently.

However, if I plug the camera in and then restart my machine, Windows
detects it. If I "release" it, it won't be recognized until I plug it in and
then restart.
My thumbdrive used to work normally but suddenly has stopped working. If I
plug it in while my machine is on, nothing. If I plug it in and then
restart, the light in the drive comes on but I cannot see the removable
drive in Explorer. I don't know why this used to work and doesn't now.

I also have 2 other usb devices that always remain plugged in (printer,
mouse) that work perfectly.

Why must I restart my machine every time I want to use my camera and what
can I do to troubleshoot/fix this?

Found one possible solution.

In Device Manager, right click the yellow questions marks -> Uninstall
Repeat for as many as look like they apply
Action button -> Scan for Hardware for Changes
The Found New Hardware Wizard came up.
Search for a suitable driver....Next
Check "Microsoft Windows Update"

It found the drivers and fixed both problems.
