USB ADSL Modem only works on restart

This is completely bizarre. I think it originates from some alterations i
made to start-up through MSCONFIG, but I can't be sure because XP now loads
up the normal start-up files with all the associated processes.

When I start my system up in the morning - both lights on my USB ASDL modem
come on - and go off shortly after the XP loading screen is put on the
monitor. When i'm in XP the modem lights are out, and if i un-attach the
modem then re-attach the modem, both lights come on but i receive an error
message saying that the modem can't be found.

If I restart the computer everything loads up fine - the modem works without
a problem.

For the life of me, I cannot work out what is going on. Does anyone have
any ideas?

have u tried another usb port?
what about the modem on another computer?
