USB 2 does not work but USB 1 does

I have recently installed a USB 2 PCI card on my XP pro machine (PC
originally having just 2 USB 1 ports). most of my devices work fine, modem,
printer, card reader, bluethooth dongle. all fine. Howerver i also recently
purchased an external hard drive. this it picks up sometimes. but mainly just
has it as a mass storage device. after that, it doesnt appear in my comp, or
in drives when you go through admin-storage-disk management to format it.
However, when plugged into my other 2 USB 1 ports, xp picks it up and its
found in disk managment.

I have formated it using my USB 1 port now but i just need it to be faster
(hence USB2)

Curiously enough, a similar thing happens to my ipod when plugged into USB
2, yet it works fine USB1. what could it be?

I will try in on another comp tom. tday it is still moving files to it on USB
1 . The PCi is defo USB 2.0. I wouldn't even know how to go about changing
the IDE connector. If the USB2's work for my other stuff though, why not for
mass storage stuff?

Don't surpose you can remember where you read abou the driver bug? and if
there is a fix?

Thing is, its usable now in USB 1. just slow. do i just bite the bullet and
keep it like that or run the risk of messing it up again? Sometimes windows
does my head in.
