I have a laptop which has only USB 1.1 ports. To make connections to
external USB 2.0 devices faster, I purchased a PC Card USB adaptor. I've
installed it, but am not sure it's working as a USB 2.0 device. Where is
the Windows XP 2.0 driver located to download?

More then likely the drivers were already there and were installed when you first
plugged in the PC card. If any drivers were needed they would have been on the CD
that came with the PC card.

A clue will come if you go the Control Panel and click on System. Click on the
Hardware tab and then click on the Device Manager button in the Device Manager area.
Take a look under the Universal Serial Bus Controllers and see if any mention USB 2.0
or appear to be the new one you installed.

You need XP SP1 to have the drivers - and there is a catch if you did an
'Express; method SP1 before getting the card, as it will not have found
one, so will not have fetched the drivers.

Check at Control Panel - System - Hardware - Device Manager in USB
controllers - if there is one for 'Enhanced USB Controller' you have USB
2.0 drivers installed
