URLs in Outlook 2003 no longer blocked

Hello!

I have an SBS 2003 SP1 domain and the clients use Outlook 2003 connected to
Exchange 2003 SP2. Both the server and the clients are completely updated
using Microsoft Update. Antivirus is Trend Micro CSM Security 3.6. In Tools
Options > Junk E-mail tab, the box is checked for "Don't turn on links in
messages...."

Up until recently (I don't know when it stopped), Outlook would not allow me
to click on a link in an email. It would say it was blocked, and I had to
click something to unblock it.

I noticed today that the feature is not working on my two workstations. Both
of them have the feature checked in Outlook, but it does not work. I can
click on any link in an email and it goes to the web site. The weird thing
is that if I hover the mouse over a link, it shows that the link starts with
"blocked::" yet it still opens!

How can I block links in Outlook messages?
