URL versus IP Address

I am having an issue with my internet explorer that I can't seem to resolve
and neither can my ISP (Time Warner). Anyways I am unable to type in a URL
address into the address bar, nothing will happen however if I type in an IP
address the site will come up just fine. My ISP says this is a spyware
problem, could be true, if it is how do I go about rectifying this problem.
Any help would be appreciated.

When all else fails, HijackThis v2.0.2

conjuction with some other utilities). HijackThis will NOT fix anything on
its own, but it will help you to both identify and remove any
