Connect to router via ip address

I am using vista and ie and am trying to connect to a router and also a NAS
storage drive via typing the ip address into the internet explorer address
bar.

I keep getting that windows can not find the IP address, however a different
vista machine has no problems at all.

This is a wired connection rather than a wireless one.

Does anyone have any ideas why i can not connect?
