URL shortcuts not opening in new window

I have created some URL shortcuts on my desktop but when I open them, they
open up in existing IE browser windows. I would like them to open up in
their own window. How can I do this?

In IE go to Tools...Internet Options...Advanced tab, Browsing section and
uncheck the box by "Reuse windows for launching shortcuts", click Apply,
click Okay.
