url access missing from Outlook Express

I am hoping someone can help me find the missing link in
Winddows XP! Last week I lost the ability to download my
e-mail. After re-prograsming my account ( server number
had changed somehow) the mail downloaded but I cannot
click on any URL that is contained in a message and get to
the website. What did I do?

Hi again,

To open links in Outlook Express, follow these steps:

1. Click Start
2. Click Run
3. In the "Open" field type SFC /PURGECACHE
4. Click OK
5. Click Start
6. Click Run
7. In the "Open" field type SFC /SCANNOW
8. Click OK
9. Click Start
10. Click Run
11. In the "Open" field type REGSVR32 URLMON.DLL
12. Click OK
13. Click Start
14. Click Control Panel
15. Click the Network and Internet Connections link
16. Click the Internet Options icon
17. Click the Programs tab
18. Click the Reset Web Settings button
19. The Reset Web Settings window will be displayed. Remove the check from
"Also reset my home page"
20. Click OK
21. Click OK
22. Click Start
23. Click Turn Off Computer
24. Click Restart
