What OS are you running and version of Internet explorer? Look at you
advaced settings in internet explorer at the bottom and see what the check

First of all, please don't post in ALL CAPS - THAT'S SHOUTING!

SSL is Secure Sockets Layer - a means of ensuring secure communications
between your computer and some websites, such as e-merchants.

In IE, got to Tools/Internet Options. Advanced tab. Scroll down to near the
bottom - are Use SSL2.0 and Use SSL 3.0 checked? If not, mark them.

Does that fix it?

1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced Tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.

Then Scroll down to Security option:
[&] Security
[√] Use SSL 2.0
[√] Use SSL 3.0
[√] Use TLS .10 <Optional >

SSL stand for: "Secure socket Layer" which secure your connection to other
secure sites like Banks, shopping sites, paying bills and so on..
Description of the Secure Sockets Layer (SSL) Handshake
