If I change a user from one Exchange Server's Mailbox
Store to another server's Mailbox Store, can I configure
this to be replicated "Urgently"?

This can take a long time to replicate in a slow
environment. How can I propagate this change more quickly?

So far I know the move of the mailbox it self are done with basic file
transfer, the attributes are replicated with AD. How ever you can use
repadmin from Windows Server Support tools (Included on the Windows Server
CD) to force a replication.

There are several ways to force replication. You can used AD Sites &
services, repadmin.exe or replmon.exe. Take a look at the following article
for more information.

No you can not.

However, urgent replication only works within a site anyway, what is your
replication topology and how long is a long time? Possibly you have some
replication issues?
