Urgent Help!

I have a big problem on my hands here, something to do with my registry. So, here's the problem:
I can't open any program through normal means, not through Start> All Programs, shortcuts, or Start > Run. My computer can't recognize .exe files pretty much. Every single shortcut has a .lnk at the end of it. I have some system restore points, but I don't know how to access them. Please help!
 
Does this problem happen in safe mode aswell?
 
Ok, I found a few backups of my registry, and I managed to open up regedit.exe. If I were to import one of these back up registry files, would my computer become even more screwed up?

sidenote: What does it mean when files and folders are highlighted in blue?
