URGENT HELP! Unable to get adprep /forestprep to run successfully

I am running a Windows 2000 forest with Active Directory version 13. I need
to add two Windows 2003 servers to the network and promote them to DCs. We
are not running Exchange in the environment.

All of the Windows 2000 servers have been upgraded to Service Pack 4. I am
now in the process of upgrading the Active Directory.

I started the process a couple of nights ago and I immediately ran into a
problem. I ran adprep /forestprep and the system successfully imported
sch14.ldf - sch30.ldf. At this point I received an error:

ERROR: Failed to transfer the schema FSMO role: 52 (Unavailable).

I thought that this was odd since all of the FSMO roles were located on the
system that I was working on. Anyway, my time was up for that day and I left
the issue to the next day.

On day 2, I began by trying to run adprep/forestprep again and I now
received a new error:

ERROR: Import from file C:\WINNT\system32\sch14.ldf failed.

I thought that this was odd since it worked perfectly well the night before.

My thoughts are as follows:

I believe that the new error is occurring because of replication with the
other DC in the environment. If this is the case, is an upgrade to AD now no
longer possible because of the incomplete changes to Active Directory?

Questions:
Has anybody else run into a similar situation and what were your experiences
with it?
What do people believe is the issue with the system?


I really appreciate any help that you can give me.
 
Do a couple of things:

1) install the Support Tools from the Service Pack CD Media on your existing
Domain Controllers ( I would do this on all the Servers! ) and then run both
dcdiag /c /v as well as netdiag /v and see what shows up.

You might also want to take a look at repadmin /showreps /v and repadmin
/showconn. Remember that AD Replication is based on incoming connection
objects. You will need one from DC01 going to DC02 as well as one from DC02
going to DC01. And, remember that there are three partitions that need to
replicate: the Schema NC, the Configuration NC and the Domain NC.

2) Are you running this adprep /forestprep from the Windows Server 2003 CD
Media? Are you doing this on the WIN2000 DC that holds the FSMO Role of
Schema Master and are you using an account that is a member of the Schema
Masters security group?

I am running the adprep /forestprep from the Windows 2003 CD on the Windows
2000 DC that holds the FSMO role of Schema master. I am using the
administrator account which is a member of the Enterprise Admins and Schema
Master security groups.

From what I can tell everything looks to be OK. Any suggestions?
