You havent just hidden it have you??
If you have you need to go right down the bottom of your screen and click on
the mouse and drag it ups, its worth trying this a few times because when my
mates loose their start button and so on and have just accidently hidden it,
to pull it back up to show is not always that easy to do....

Umm you have to actually CHOOSE to hide it.......no accident about it,
unless you are mucking with things you haven't got a clue about....

Try moving your mouse arrow to the left, right and top of the screen to see
if it appears there. If so, put the mouse arrow on the taskbar, hold the
left button down and drag it back to the bottom.
