the start bar at the bottom of page

when i click on an icon to show up on the screen, it does not appear on the
bottom where my start bar is. how did this all of a sudden happen? when i
hit the restore down button it dissapears instead of going to the bottom of
the screen. what did i do or change for this to happen?
