UPS

I have XP-Home-SP2 with one administrator account and several limited rights
user accounts.
I recently installed a UPS to protect my system. It came with software Trit
WinStar 2002 version 1.6.0.0 that performs normal shutdown of the computer
after a designated interval in the event of a power failure. It does this
through a communications link on COM1. When I installed the UPS software it
seems to only run in the administrator's account. It appears to start from
HK_CU Run. If one of the other users is using the computer the software does
not come up when the power goes off. If I open it manually in the user
account then the program opens but is not able to identify or connect to COM1
and thus is unable to function in the event of a power failure.
There is no support from the publisher or vendor of the software.
Any ideas?
Thanks.

a) Quality UPS went from serial to USB 3 or 4 years ago.
b) XP Will pick up a quality UPS without any added software.
