uploading/attaching images/files

Whenever I try to attach a file to my email or upload to a
website I get the the following error message : Page
cannot be displayed. Was wondering if anyone could help
me?

Forgot to mention that I'm using windows 98 and that it
takes a few minutes befor the error message is displayed.

Just to let you know I am climbing up the wall with the
same problem! I hope someone answers!
