uploading and downloading files

hey everyone - i am fairly new to the whole web design experience - i've had
some expience with older versions of front page (97?) - i'm ready to jump
back with fp 2003 - but, before i purchase it i need to know does fp2003 have
the function to allow my customers/visitors to upload and/or download files
from my website? please give a general overall description of how that all
works - how much of it is programed into the website? how much of it is based
upon my isp capabilities? also, if you could dirrect me to any on-line
resources where i can learn more - thank you so much for your help!

Yes on servers running the FP 2002 SE (form File Upload) or w/ server side scripting
