UPHCLEAN Service unsafe

I installed SP2 and attempted to install UPHClean afterwards. When I run the
..MSI, I get the following message:

This advertised application will not be installed because it might be
unsafe. Contact your administrator to change the installation user interface
option of the package to basic.

I'm logged in as administrator and I've never encountered this message
before on any other installs. Does anyone know what it means and/or how to
fix/adapt the UPHClean .MSI to make it safe for installation?
