Upgrading Windows 2000 GP with XP Settings

I've followed this article numerous times and I still cant' get the
settings to update.

In the Select Group Policy Object dialog box, Local Computer appears as
the target object. Click Browse, select the GPO that you want to
upgrade, and then click OK.

Note When you click Browse, a delay might occur while Windows searches
for the policy objects in the domain.
6. Click Close.
7. Click OK.
You can now adjust the policy settings in this Policy object by using
the Group Policy console from the Windows XP-based client.

When I reach this step, the policy I select still has the old options,
Windows Firewall is not an option. It appears to only show the old 2000
GP settings.

It appears the ADM files aren't updated, however the local policy on
the XP machine, windows firewall is there.

Any help is greatly appreciated.

Hi,
you should install the ADM files on the domain controller for the
domain if you want them to be available for the entire domain instead
of just on the local workstation.
