W2003 adminpak ADUC on XP for 2000 servers

I have Windows 2000 AD and Windows 2003 members in my
environment. When using the Windows 2003 Adminpak ADUC
from an XP terminal to manage Windows 2000 servers, GP
objects are being truncated.

Example:
Computer Configuration\Windows Settings\Security
Settings\Local Policies\Security Options\Message text for
users attempting to logon

The logon banner is being truncated in policy whenever I
modify ANY component of the policy (eg. password policy)
using ADUC installed on a Windows XP machine using Windows
2003 adminpak.

If I use the Windows 2000 ADUC on the Windows 2000 server
itself or from a windows 2000 professional PC with ADUC
installed from a Windows 2000 server, the banner is not
truncated.

Where can I get more information on the limitations and
failure of Windows 2003 adminpak ADUC to manage Windows
2000 AD policy objects correctly. Is there a character
limit for strings which did not apply for 2000?

I have already verified that I have the latest version
available of the Windows 2003 adminpak (build 3790).

This happens because you have different Administrative Templates I suppose.
You have to figure out if you want to use the updated Administrative
Templates (.adm files) for Windows XP or the existing ones for Windows2000.
How ever they are located in %WinDir%\inf

How to Upgrade Administrative Template Files:
http://www.microsoft.com/windowsxp/pro/using/itpro/managing/upgradetemplate.asp

Make sure you use same version in your organization, you have to update
files at each DC, How ever some settings (none-registry) based settings
can't be used at Windows2000 , and are only supported under Windows Server
2003, or to Windows XP Machines.
