Upgrading to XP home edition from ME

Hi

According to Microsoft's step by step guide to this
process, I should be given the choice of 'New Instalation'
and 'Upgrade'. For some reason, the only option available
to me is 'New Instalation'. Can anyone shine a light on as
to why this might be?

Is Windows XP Home OEM?
OEM do not have the upgrade option, Clean Installation only.
