Purchased new computer and found that they have installed
the oem version of WIN XP. Can I upgrade it to the full
regular version?

The only physical difference between the OEM version and the Retail version
is:
OEM has no "UPGRADE" bits (it won't do an upgrade over a previous version of
Windows.) In some instances, the OEM version may contain specialized
drivers the system builder added
Otherwise, the OEM version is exactly the same as the Retail version.

There is no way to download bits which will change an OEM version into a
retail version.

If you want to install the "full regular version" in the place of an OEM
installation, you must pay for a retail copy, then install "clean."
