Upgrading HDDs and switching partitions.

I'm getting ready to upgrade my hard drives, and switch how the system
partitions are placed. Currently the system drive looks like this:

C: (XP), E: (98), both partitions are FAT32.

When done, I want them to look like this:

C: (98 on FAT32), E: (XP on NTFS).

The game plan is this:
Backup the systems using HP's Simple Backup
Replace and partition the new drive
Install and restore 98
Install and restore XP

I'm also considering skipping backing up and installing/restoring 98 since I
haven't used it much lately, leaving C: blank for the time being. Another
option I'm considering is installing 98 on D:, the active partition on my
other HDD (IDE1) since I can use my system's bios to boot from there instead
and make C: NTFS.

My main concern now is during the restore, Simple Backup may try to restore
XP to C: instead of E:.

Any other concerns, problems, etc. that I should be aware of, or possibly an
easier way to do the upgrade & swap?

Have you considered the disk cloning program that many
disk manufacturers make available on their home site?
